Dog Hills Dilemma

What happens when local Animal Control Officers & Policeman check tags and keep dogs on leash at Cherokee Parks' Dog Hill? They dogs come back - as soon as the trucks leave they spread out and enjoy the hill as they have for the past 30+ years.

I've become more and more interested in the fate of dog hill and have long since come to the conclusion that no matter how many times they ticket on the hill they will never totally keep owners and dogs from enjoying their hill.
