Tamrat Samuel

Govt yet to decide UNMIN extension

Kantipur Report

KATHMANDU, Oct 25 - An official of the United Nations Mission in Nepal (UNMIN) said on Wednesday that UNMIN is waiting for a "request" from the Government of Nepal to the UN on renewing the Mission's tenure.
Deputy Special Representative of the UN Secretary-General in Nepal Tamrat Samuel stated that it would be better for the UN if the Nepal government corresponds about the Mission's period in Nepal as early as possible. Talking to journalists after a function to mark UN Day at the UN House here, Samuel said the sooner "we get an indication of what might be needed," the better.
The agreement inked with the UN by the then government of the seven-party alliance and the Maoists for a one-year term for UNMIN is going to end on January 23.
Meanwhile, Minister for Foreign Affairs Sahana Pradhan informed that the government is yet to take a decision on the matter. However, she indicated that the government is thinking about extending the Mission's period by another year. "The date for Constituent Assembly (CA) polls is yet to be set. The (Maoist) arms verification has not been completed so far. Therefore, UNMIN's work is unfinished," Pradhan said, adding, "The seven ruling parties should now think about it."
The idea of extending the Mission by one year was floated informally, according to her.
Pradhan also underlined the need for fundamental reform in all the principle organs of the UN including the Security Council. "Reforms will require a greater amount of energy, resources and attention from the member states and demand a real commitment and demonstration of genuine leadership without undermining the sanctity of the core principles of the UN," she added.
When asked about the cutting down of UNMIN staff, UN Deputy Special Representative Tamrat Samuel informed that in view of the completion of some work assigned to the Mission, it may "right size" the number instead of "downsizing" or "upgrading" it.
Addressing the function, Samuel said he was hopeful that the Maoists would return to the government. "Though the Maoist ministers have tendered their resignation, we hope this will be reversed through a new consensus," he added.
Likewise, Acting Resident and Humanitarian Coordinator Gillian Mellsop hoped that diplomatic processes and constructive negotiations would help achieve this (CA election) critical landmark in the near future.
