This is a traditional folk art in China. More often than not, they make the 12 animals from the chinese zodiac signs. Witnessed this firsthand during the temple fair. The candyman gets a ball of sticky sugar (previously boiled, hardened and then rolled), puts a sugar needle into it and blows air inside to form these wonderful creations. He can make one of these in about 5 minutes. Amazing! =) Not recommended for eating though.
