Stunted growth

I was looking at this plant a few days ago. We've had it for more than a year now, and I don't think it has grown at all. Here it was last March. I took this one from a different side, but still, shouldn't plants grow? Maybe it needs to be replanted in a bigger pot, but I thought that it was planted from a cutting, so it should have gotten bigger, right? I don't know enough about plants. Heck, I still don't know the name of it.
