Just a Photoshop processing. I do have a lens baby but I will buy soon to get a better result directly.

How To:
1°) Duplicate Layer
2°) Gaussian blur (20-40 pixels)
3°) Layer mode : Lighten
4°) Erase top layer to get some sharp parts in the image
