Greetings! Does your camera have A, S, or M mode? Depending on if you are shooting day or night for the effect, it can be had a few different ways. If you can give me a situation you'd like to create the effect in, I can give you some ideas. The basic way would be to shoot in M mode with a shutter speed close to 1 second and the lowest ISO you can set. If you are in a dark situation, you may be able to use an wider (lower #) fstop, but if daylight, you would need to use a smaller (higher #) fstop to cut out some of the extra light. The key is that you want to set the amount of time that the exposure is to be, after that it is making everything else work with that time frame.
