Since when has the word "Library" become obsolete?

While attending a class at Laramie County Community College in Cheyenne, we students were told to go to lunch and then reconvene at the campus library at 1:00. With five minutes to spare, Ross and I circled the campus desperately looking for the library (he was calm, I was anxious not to be late). I was beyond irritated when we finally realized that the sign (above) we had repeatedly passed by was actually trying to convey a LIBRARY was housed inside. Would it be so hard to call a thing what it is?
