Well, must admit I worry a bit, but these my worries will prove right or wrong within the next few weeks.

To The Samokov Municipality,
I am appalled to learn of a very serious problem occurring in your city. There appears to be a critical environmental and health crisis developing from illegal dumping. I have viewed hundreds of photos of this illegal dumping, specifically on Hristo Maksimov Street near the former "Liubcho Baramov" toy's factory. I understand there is an order to clean this area up twice a week, however there are no signs stating ‘No Dumping’ and temporary clean-up is not solving the problem. There needs to be further action taken.
I have learned of this problem through a photo-posting site online that was designed to inspire local authorities to take immediate action. So far the authorities have ‘claimed helplessness’. This problem cannot be ignored any longer. I have seen photos of cars and carts dumping large amounts of trash daily. I have seen people burning tires resulting in poisonous black smoke that is not only polluting your country and our earth, but also creating serious health risks for the residents of Samokov. I have seen photos of dogs eating this garbage and potentially spreading disease. I am outraged to have seen pictures of children playing in heaps of garbage, which could contain dangerous objects or harmful bacteria. This is a very serious situation.
Your municipality needs to take serious action against these illegal dumpers. You are not providing the type of safe environment for your people that they deserve as a basic human right. You need to start strictly enforcing the laws against illegal dumping. Perhaps offering alternatives so that people will not feel the need to dispose of trash illegally. You must accept responsibility for this crisis and take action immediately.
I pray for the people of Samokov who must live in this unsafe environment.
