Hi Lillya! Fortunately with cold and snow the problem of the dumping is hide for the moment (by the way it's snowing here in Italy, too). When social differences are so big, the solution is very complicated. Even if you close the site with gates and high fences, people would probably go to another place to offer the same "service". For an action on the specific problem I can suggest public demonstrations of people against the major and the Public Administration, with banners etc. They are elected and, for this reason, sensitive about mass opinion.
