It will take a long time to reach this...but you have to change the attitude of all this people.. otherwise there will be not enough snow in the world to cover all the garbage....

Yes, there is. The dung-hill is out of the town, which makes the way longer. If there isn't nor a sign, nor a punishment for this then everyone continue doing it. Our Municipality is 'solving' the problem and legal offence by cleaning the site 'regularly'. Nice.

Our they dumping the garbage here though or looking for valuable items? Looks like Roma's... I don't think they're the ones doing the dumping.

Both. They are on the both sides. It is sort of a business - the people with the horses and carts are being paid for waste disposal. I think, not sure am I right, there is no reaction from our 'governors' as the dust carts/ garbage vans don't visit some parts of the town. So, the think isn't with the costs - it is much cheaper to pay someone a salary, than to clean with all these heavy machines.
