They use the metal inside - they sell it. It is quite a good business here, where the salary is about 100 eu/month. Burning tires + the garbage business + the social insurances and municipal help ... a way to make better money or to add something...

so sad to see this burning everyday! not to mention the smell of burning rubber... right here in australia, the firefighters are trying to control the bush fires every summer. the fires haven't been so severe this year as there is more rain fall
