Hard to say, but for this particular one, I lean toward the color, although there is a little better resolution in the black/white. They're both great!

My decision between the two always come down to balance, a nice tonal range and patterns in the b/w version... they have to work or it's color for me. In this case the shot is pretty abstract either way, (it's hard to tell if part is a reflection). The b/w is nicely balanced, even though it doesn't have much of a grey range, and has some lovely patterns. I think it works better than the color version since in color there is a lot of black without definition or identifiable silhouettes and the color in the clouds is kind of fighting for attention. ....in my humblest of opinions. 8^)

Hard question since I like b & w but I also love more contrasty photos making my choice number 1. It has a strong contrast but still has some delicate colors. I think if you increased the contrast in the b & w I might go the other way but....probably not. Go for #1.
