Guy, from a philosophical point of view, I have always been taught ot you "down" - to look at people less fortunate than you, and you personally will be happier with what you have and will know how lucky you really are. My Parents taught me never to look "up" to envy others, if you do, you will never have happiness in life. This is only my perspective to your question. Great shot of this building - it is amazing!!

To look up, or to look down, can obvisouly have different meanings. Walking to work with the eyes locked on the ground, not to see the misery that's around is what I understood from your post. I imagine this picture is a theatre scenery. Great catch
