Thank you. As far as I (very) roughly understand, GION MATSURI is a festival which has a long long history in order to celebrate the god of the YASAKA shrine, one of the famous shrines in Kyoto.
The kid in the center is chosen every year and has been trained in advance for the role of conneting the god and the local people, and the other 2 kids are for his supporter.
Maybe mr.google has the right answer f:-)
