Not quite. In CS5 with the image open and only a background layer, on the right hand side you'll see tab marked "paths", "layers" and "channels". Click on the Channels tab to display four channels - the composite RGB and a red, green and blue channel. Click on the red channel (the image becomes B&W) and then Filters > Noise > Despeckle. Then press cmd+F to repeat the filter command. Then click on the green channel and press cmd+F twice to despeckle twice. Finally, select the blue channel and press cmd+F three or four times (there's usually more blue in a picture, especially night shots). Don't forget to click on the RBG channel to restore the colours.

This is quite effective as a technique because the image is not particularly softened as a result.
